Rev. Allan Okomeng-Mensah is a distinguished Chartered Quantity Surveyor, Project Manager, and Contract Specialist with over 38 years of experience delivering major infrastructure projects across Africa. As President of CIPA Holdings Group, he provides strategic oversight and institutional leadership, ensuring disciplined execution, value-for-money delivery, and governance excellence across the Group’s portfolio.
He is the Founder and Chief Executive Officer of Ecobuild Consult, a leading Ghanaian consultancy providing quantity surveying, cost engineering, project management, and contract administration services to public and private sector clients. His career spans energy, transport, water, housing, and education infrastructure, including EPC and value-for-money audit engagements.
Rev. As President of CIPA Holdings Group, he provides strategic leadership and oversight, ensuring the delivery of high-value, climate-resilient infrastructure and sustainable investments that drive Africa’s transformation.
Rev. Okomeng-Mensah is the Founder and Chief Executive Officer of Ecobuild Consult, a leading Ghanaian consultancy firm providing Quantity Surveying, Cost Engineering, Project Management, and Contract Administration services to public and private clients. Over the past three decades, he has led major national and international projects covering energy, transport, water, housing, and education infrastructure, as well as value-for-money audits and turnkey (EPC) developments.
A Fellow of the Ghana Institution of Surveyors (FGhIS) and the American Academy of Project Management (FAAPM), Rev. Okomeng-Mensah is also a Certified International Project Manager (CIPM), Master Project Manager (MPM), and a member of the International Cost Engineering Council (ICEC) and the Federation of International Surveyors (FIG). Beyond his professional career, Rev. Okomeng Mensah is deeply involved in community and youth development. He has served as Chairman of the Board of Governors for Marshalls University College, President of AFS in Africa, and as a Minister of the International Central Gospel Church (ICGC).
